Mistake, buying a new video card, attempting to put in an older Windows 7 PC.
This weekend, after having what I suspect was NVidia web helper or some thing, bounce me to my desktop, I thought I would swap out my GTX950 card for a new Radeon RX570 that I had bought in December. I uninstalled all NVidia software packages and drivers, Installed a new bigger power supply, and the new video card. No video when I restarted the PC. After trying multiple things, I finally Googled it, and found another instance of the same thing happening to a guy with the exact same model PC and Video Card. How rare!
What I found out is that my older machine does not have UEFI Bios. Also, the machine does not support it. Moral of the story, check your PC Bios stats before buying a video card.
